Council Assessment Panel

The Council Assessment Panel (CAP) acts as a Planning Authority (under the Planning, Development and Infrastructure Act) to assess Planning Applications (against the SA Planning & Design Code) for land division, building work, change in land use and other forms of development proposals across Kangaroo Island - the types of Planning Applications that the CAP will consider will be limited to Performance Assessed applications (as defined in the Planning & Design Code) that are subject to public notification and where representations are received.

The following 5 people have been appointed as members of the CAP.

  • Independent Presiding Member – Janice Kelly OAM
  • Independent Member – Julian Rutt
  • Independent Member – Stephanie Johnston
  • Independent Member - Stephen Smith
  • Independent Member - Graham Smith

All other types of Planning Applications (as defined by the Planning & Design Code), being Accepted, Deemed to Satisfy, Performance Assessed (not subject to public notification) and Performance Assessed (subject to public notification, but no representations received) will be assessed by Council planning staff (against the Planning & Design Code) as delegates of the relevant planning authority being the Council Assessment Manager.

Meetings of the CAP will be conducted (if required) on the first Monday of each month at 12.00pm in the Council Chambers at 43 Dauncey Street, Kingscote. Planning Applications are to be lodged electronically via the SA Planning Portal, that can be accessed at https://plan.sa.gov.au/
