Council By Laws Review

Council By-Laws are able to be made by a Council in accordance with Section 246 of the Local Government Act 1999. By-Laws are local laws established by councils to deal with issues specific to the relevant council area.

Every seven years Council must consider and adopt new By-laws which includes a consultative process.

Council is proposing to renew 7 of its By Laws with changes, being:

By-law No. 1 PERMITS AND PENALITIES BY-LAW 2024

This By-law is a By-law to create a permit system for Council By-laws, to fix maximum and continuing penalties for offences, and to clarify the construction of Council By-laws.

By Law No. 2 MOVEABLE SIGNS BY-LAW 2024

This By-law is a By-law to set standards for moveable signs on roads and to provide conditions for the placement of such signs for the purpose of protecting visual amenity and public safety.

By Law No. 3 LOCAL GOVERNMENT LAND BY-LAW 2024

This By-law is a By-law to manage and regulate the access to and use of Local Government land and certain public places.

By Law No. 4 ROADS BY-LAW 2024

This By-law is a By-law to manage, control and regulate certain activities on roads in the Council’s area and to specify requirements for waste management services on roads and other public places.

By Law No. 5 DOGS BY-LAW 2024

A By-law to limit the number of dogs kept on premises and for the management and control of dogs in the Council’s area.

This By-Law is a By-law to limit the number of dogs kept on premises and for the management and control of dogs in the Council’s area.

By Law No. 6 CATS BY-LAW 2024

This is a By-law to limit the number of cats kept on premises and for the responsible management and control of cats in the Council’s area, including for conservation purposes and to protect Kangaroo Island’s unique biodiversity and to reduce adverse economic impacts to the islands primary production sector.

By Law No. 7 KEEPING OF LIVESTOCK, FOWL AND BEES 2024

This By-law is a By-law to regulate the keeping livestock, fowl and bees within urban areas in the interests of the community and to conserve the unique biodiversity and ecosystems on Kangaroo Island.

Council will be considering the adoption of the By-laws at its  11 June 2024 Council meeting.
