Council Lands Management Plan Amendment: Community Land Data Sheet – Vivonne Bay Campground & Recreation Reserve Management Plan

Council is considering amendments to the Council Lands Management Plan: Community Land Data Sheet Vivonne Bay Campground & Recreation Reserve Management Plan and is inviting interested persons to make written submissions in relation to the matter.

What are Community Land Management Plans and why are we seeking your feedback?

All local government land, except for roads, that is owned by Council or under Council’s care and control (eg: Crown Land) is by default classified as community land.

The Local Government Act 1999 requires Council to prepare and adopt a Land Management Plan for all its community land.

Council has a single Council Lands Management Plan document (CLMP) which contains separate Data Sheets for individual (or like grouped) parcels of land.

Each Data Sheet provide details of the land and outline how Council will manage and maintain the land held for the community’s use and enjoyment.

The current CLMP was created 8 years ago and since 2021 Council has been systematically reviewing the Data Sheets and making amendments to the CLMP to ensure that the information contained is still relevant, up to date, reflects Council’s current and proposed management of the land and complies with the legislative requirements.

Council is, in most cases, legally required to undertake public consultation before it adopts any amendments to the CLMP which is why we are seeking your feedback on the draft Data Sheet now.

We ask you to review the Data Sheet and provide us your feedback as to its content.

A report will then presented to Council identifying those who have provided feedback and identifies if the responses are: supportive; not supportive; request amendments to the Data Sheet; or provide other comment.

Council will consider the responses and determine if any further amendments are necessary and decide whether to approve the Data Sheet or otherwise put it out for a further period of public consultation.

What land is being reviewed?

DRAFT CLMP - Vivonne Bay Camping Reserve

This Data Sheet contains a parcel of dedicated Crown land which is under Council’s care, control and management and a parcel of land that has been licenced from Crown.  Both parcels are located at Vivonne Bay, near the mouth of the Harriet River.  The Data Sheet has been named the Vivonne Bay Campground & Recreation Reserve to assist with land identification.

What will happen if the CLMP is not amended?

Failure to amend the Data Sheet will prevent Council from being able to seek grant funding or install new or undertake upgrades to day visitor facilities or the campground as well as deal with any other administrative issues.

What are the Financial Implications?

Council has a limited capital budget for the installation of new or replacement of existing day visitor facilities that have reached their end of life as well as a limited maintenance budget, which is further called upon in relation to aging facilities. Council does not want to place an unnecessary financial burden on the community so identifying the land’s purpose and what infrastructure is placed on the land allows council to plan appropriately for the ongoing maintenance and asset renewal that is required.

How long is the Consultation open for?

Public consultation is open for a period of 21 days commencing Thursday 2 May 2024and closing 5:00pm, Wednesday 22 May 2024 on the Data Sheet.  

Council is seeking written submissions (by hand delivery, post, email or using the feedback link below) with respect to the proposed amended Community Land Management Plan (CLMP) Data Sheet.

Electronic copies of the document are available for downloading (here) on Council’s website and printed copies are available for inspection and/or purchase at Council's Kingscote Office and the Penneshaw Community Business Centre.
