Community Strategic Plan 2024-34 and Four-Year Delivery Program 2024-28
At a Special Council Meeting on 23 October 2024, the Kangaroo Island Council endorsed its Community Strategic Plan 2024-34 and Four-Year Delivery Program 2024-28.
These documents, along with a number of other plans, will act as the Council’s Strategic Management Plans as required by the Local Government Act 1999 and provide a clear framework for the management of the Council while aligning with the resources available to it.
In addition to focusing on local priorities, the plans will serve as advocacy tools to engage state and federal governments, as well as commercial and not-for-profit organisations, in delivering services and infrastructure improvements that the community values.
The Four-Year Delivery Program will directly inform the Council’s Annual Business Plans, which will explain what Council will do each year to contribute to achieving the aspirations within its plan.
Developing the plans
The Community Strategic Plan and Delivery Program are part of the Integrated Planning and Reporting (IP&R) framework that the Kangaroo Island Council has introduced. This framework will ensure the Council's strategic plans are truly community-led while fulfilling its statutory and legislative obligations.
The documents were developed in two stages. The first stage involved wide ranging consultation with the community during July 2024, which attracted 458 participants from across the Island, either through public sessions or surveys, leading to more than 600 pieces of detailed feedback. This marks the highest level of participation in recent years, underscoring a strong community interest in shaping the future of Kangaroo Island. The feedback gathered provided invaluable insights into the concerns, aspirations, and priorities of the Island’s residents.
This feedback was then collated into the draft versions of the Community Strategic Plan 2024-34 and Four-Year Delivery Program 2024-28, which were then released for public consultation for a 21-day period between 19 September and 9 October 2024. A further 13 responses were received during the public consultation period in October 2024, providing additional valuable insights that helped refine the final versions of the plans.
Both plans have now been endorsed by the Council, ensuring the community's voice is central to Kangaroo Island's strategic direction for the next decade and beyond.
