Kangaroo Island Council has endorsed a revised Draft Long Term Financial Plan (LTFP) 2026/27 – 2035/36 for public consultation. The draft plan is available for community feedback from 15 October to 4 November 2026.
The Long Term Financial Plan is a key strategic document that outlines Council's projected financial position over the next ten years and helps ensure Council can continue to deliver services, maintain and renew infrastructure, and make informed decisions for the future of Kangaroo Island.
Councils are required to review their Long Term Financial Plan on a regular basis to ensure it reflects current financial information, changing economic conditions and Council's adopted strategic and budget priorities. The revised draft plan has been developed using Council's audited financial statements, budget review outcomes and the adopted Annual Business Plan.
The revised plan provides an updated financial roadmap that supports Council's ongoing commitment to delivering essential services, maintaining community infrastructure and improving long-term financial sustainability. A key focus of the plan is Council's fiscal repair strategy, including the responsible management and reduction of debt over time, strengthening financial resilience and ensuring infrastructure renewal remains a priority.
The draft plan reflects current economic conditions and incorporates updated assumptions relating to inflation, interest rates, employee costs, materials and contractor expenses. It also incorporates Council's updated Asset Management Plans and responds to advice provided by the Essential Services Commission of South Australia (ESCOSA) regarding Council's long-term financial sustainability.
As part of the review, Council has considered the challenges of delivering services across a large geographic area with a relatively small rate base, while also maintaining an infrastructure network valued at approximately $480 million. The plan outlines strategies to improve Council's financial position while continuing to provide services and infrastructure that support the Kangaroo Island community.
Council encourages residents, ratepayers and stakeholders to review the draft plan and provide feedback during the consultation period.
